William
C. Kandler is a partner in Cusmano Kandler &
Reed (CK&R). He joined CK&R in 1995 by merging his government
relations firm with his two partners' lobbying firms.
Considered an expert on Michigan's legislative process,
Bill has more than 20 years experience in policymaking and state
government administrative positions. He served for seven years as
Secretary of the Michigan Senate under both Democratic and Republican
leaders. As Secretary, he was the Senate's Chief Administrative
Officer and managed a budget of more than $18 million. He was also the
prime advisor to the Lieutenant Governor and the chamber's 38 senators
on proper legislative procedure.

Bill
served as Assistant Chief of Staff to former Governor James J.
Blanchard from 1987 through 1990. He was Governor
Blanchard's chief legislative representative, responsible for
directing the development and enactment of the Governor's legislative
agenda, including the annual state budget. He also served as Director
of Governor Blanchard's transition team, where he managed a smooth
transition of power to the Administration of Governor John Engler.
Later, he served two years as Senior Policy Advisor to the Speaker of
the Michigan House of Representatives and Director of the House
Democratic Research Staff.
Over the years, Bill has assisted in drafting many
significant laws, including the Environmental Bond Program and the
Regional Library System Act. Working with former Governor William G.
Milliken, he was instrumental in initiating the effort that led to the
restoration of the Michigan Capitol. In 1989, Bill was named an
honorary member of the Michigan Society of Architects for his efforts
on behalf of the Capitol.
Bill was born in Detroit, Michigan. He earned a
bachelor's degree from the University of Michigan in 1972 and a
master's degree in public administration from Western Michigan
University in 1978. He studied the economy and government of the
Netherlands in Holland in 1987 and 1989 through the Atlantic and
Pacific Exchange Program.

Gary
D. Reed has more than 19 years experience in
local, state and federal political and legislative positions. In
1995, he merged his lobbying firm with his two partners to form
Cusmano Kandler & Reed.
Gary was on staff in the Michigan State Senate for five
years. He started as a Legislative Aide to a Senator. Later he
served as Deputy Director of Senate Republican Caucus Services, first
under Senate Majority Leader John Engler and then under Senate
Majority Leader Dick Posthumus.
In 1991, Governor John Engler asked Gary to serve as
Finance Director of the Michigan Republican State Committee. For two
years, Gary crafted and executed the MRSC's finance plan, setting
records for the 1992 elections.

Gary then served for two years as Executive Director of
the MRSC, coordinating political activities among multiple statewide
and caucus campaign committees. (Those campaign committees
included Governor Engler, U.S. Senator Spencer Abraham, Secretary of
State Candice Miller, the Senate Republican Majority Committee, the
House Republican Campaign Committee and the state GOP.)
Gary has also developed solid working relationships
with many executive and legislative staffs around the country. He has managed several political
'grassroots' campaigns and has
experience in coalition development for statewide ballot initiatives.
Gary leads the grassroots and grasstops lobbying
efforts for CK&R clients. As President of Team Telcom, Inc., a
state-of-the-art telemarketing business, Gary utilizes today's latest
technologies in providing winning strategies to clients.
Gary was born and raised in Oakland County, Michigan.
He earned a bachelor's degree from Michigan State University in 1985.
He previously owned and operated a retail market.

Ronald G. Khoury
is a partner with Cusmano Kandler & Reed.
Ronald has extensive experience in the
areas of legislative and political/fundraising strategy. He began his
career in government and politics in 1987 when he joined the
presidential campaign of George Herbert Walker Bush as a finance
assistant. Soon after graduating from Central Michigan University with
a bachelor of science degree, Ronald went on to become the deputy
finance director to the Michigan Republican Party. Toward the end of
1993, he became the finance director for the Senate Majority Leader
and the Senate Majority Caucus. Serving as an advisor to the Senate
Majority Leader and the other Senate members, Ronald gained a wealth
of knowledge in legislative and political processes and in the inner
workings of state government.

Before joining CKR in 2007, Ronald held the position of Senior
Associate with a multi-client lobby firm and prior to that was
director of marketing and new business development for a real estate
operating company. During his tenure with this company, he quickly
learned the business of municipal and corporate pension investments in
the real estate market.
Ronald is active in numerous charities, including the Children's Trust
Fund and the Lansing Christian School Annual Auction for Scholarships
as well as various ethnic scholarship committees. He is also very
active in the DeWitt Area Recreational Authority. He also holds the position of President of
his home owners association (298 dwellings).

Marcy Lay
has over 17 years of experience in political and legislative areas.
Marcy joined Cusmano Kandler & Reed (CK&R) in July of 1996.
She was on staff in the Michigan State Senate for over seven years.
Marcy began in the Senate Republican Communications office and
transferred to the Senate Republican Caucus Services, where she was
Office Manager and later promoted to Publications Manager for the
Senate Republicans. In 1992, she left the Senate to serve as
Administrative Assistant to the Chairman of the Republican Party.
In 1994, she was promoted to Director of Operations for the Party.
Marcy served for three state party chairmen before leaving to come to
CK&R. |

Currently, Marcy is responsible for general office
operations. She is responsible for the legislative tracker
service that we offer our clients. She is responsible for all
partner and client scheduling. Marcy does all Lobby Law
reporting and compliance for both CK&R and for CK&R's clients.
Marcy also does all accounts receivables, event planning, association
management and special projects.

Brian Clark
has more than 7 years
experience in political and legislative areas. Brian joined
Cusmano Kandler & Reed (CK&R) in January of 2005. Before coming
to Cusmano Kandler & Reed he worked as the Director of Administration
for Team Telcom for five years. His duties included answering
the phones, data entry, supervising, and handling client information.
Prior to the Team Telcom, he spent two years working for MarketAbility
where he was the Sales Manager and ran the day to day operations of
the phone center.
